2023 Sidewalk Repair Assessments
Property owners in Zones 1D and 1E will now get billed — with 4% interest — for their share of the 2023 sidewalk repairs. No one objected.
International trade program ROI debate
Councilman Krueger questioned whether spending $20,000–$24,000 a year on trade missions to Britain and Ireland is worth it, noting only about 23 jobs have come from those countries while Mentor's largest foreign employers are Italian and German. Staff defended the program, pointing to Balmoral Tanks publicity and an inbound delegation coming in late September.
Citadel Housing I Bond Approval (TEFRA)
A procedural federal tax step: council publicly approved issuance of up to $165 million in bonds on behalf of a new borrower for the Citadel Housing property after the original borrower withdrew.
2027 Tax Budget
The required annual tax budget showing the city's need for property tax revenue was adopted and sent to the county auditor — more detailed this year at the county's request. It sets rates for next fiscal year; the actual operating budget comes later.
Homelessness and panhandling guidance
Councilmember Donovan reported constituent calls about panhandling as weather changes, and the law director's office compiled the legalities so council members can respond correctly.
Garfield tennis courts resurfacing
A resident asked the city to keep the courts tennis-only, arguing pickleball lines would create safety issues and disqualify USTA and OHSAA play, including Mentor High School matches.
Radhey Smoke Shop liquor permit questions
Council questioned whether the smoke shop requesting a liquor license at 9171 Mentor Avenue is operating as a vape or head shop; responses are due April 30 and the City Manager will investigate.
2026 Hometown Heroes Banner Program
Applications open now; about 70 banners will hang on Center Street between I-90 and Mentor Avenue from Memorial Day to Veterans Day, then go to families as keepsakes.
James A. Garfield statue for America's 250th
A seven-foot bronze Garfield statue by famed sculptor Alan Cottrill will anchor the city's July 4th semiquincentennial celebration at Civic Center grounds.
